Project Overview:

HSE Contractors is proud to be part of a Joint Venture (Build Westville) tasked with constructing a new state-of-the-art Westville Correctional Facility on land owned by the Indiana Department of Administration (IDOA). This project will replace the aging 3,400-bed facility, which has served the state since 1951.

The new campus will consist of 28 buildings, including 4 sets for renovation, totaling approximately 1.4 million square feet and accommodating a projected bed count of 4,208. This modern facility will feature a combination of maximum, medium, and minimum security spaces, enhancing administrative functions and providing essential program services, medical care, and recreational areas.

Key features of the new facility include:

• 18,000 square feet of classroom space
• Vocational training program areas
• 400 beds dedicated to mental health and addiction recovery
• Comprehensive administration and offender services
• Housing and dormitory wings
• Two gymnasiums
• A Central Utility Plant to support the facility’s operations

This project marks the first new prison built in Indiana in over 20 years and emphasizes safety, security, and increased programming for inmates. With an estimated completion date in 2026, the Westville Correctional Facility aims to create a safer environment for both staff and incarcerated individuals while focusing on rehabilitation and reducing recidivism.
